Populating the Block

Why did Brigham Young instruct the residents of Bear Lake to build and fill a block before they started to build a second block?
a.                  If the natives attacked, one scream would warn the entire block
b.                  Save as much room for agriculture
c.                   Easier for the Bishops to keep track of their wards
d.                  Neighbors would be more likely to help out neighbors
